Why pavers need their own winter rules
A lot of ice-melt advice is written for poured concrete sidewalks, and a lot of it is written by the people selling the ice melt. A paver patio, walkway or driveway is a different surface with its own guidance, published by the trade body for the industry and by the companies that make the pavers. That guidance does not always agree with what is printed on a bag at the hardware store, which is the reason this article exists.
Winter damages concrete pavers in two ways. The first is physical. According to the Concrete Masonry & Hardscapes Association (CMHA) — which now includes the former Interlocking Concrete Pavement Institute — “ice that may form and expand inside the paver can cause stresses that may lead to degradation.” Every time water gets into the surface, freezes and thaws again, that stress repeats. The second is chemical: some de-icers attack the concrete itself, not just the ice on top of it.
Quality pavers are built to take a good deal of this. The standard product specification for interlocking concrete pavers, ASTM C936, includes freeze-thaw durability criteria that reference a specific test, ASTM C1645, in which units are frozen and thawed repeatedly in either tap water or a 3% saline solution, depending on how they will be used. It is a meaningful bar. It is not a promise, though — ASTM states plainly that the results “are not intended to provide a quantitative measure of the length of service.” Passing the test tells you the paver was made to resist salt. It does not tell you that any de-icer, in any amount, is fine.
The distinction that matters
Pavers are generally stronger and less absorbent than poured concrete — Unilock puts them at two to three times the compressive strength of ready-mix concrete. But the same manufacturer is equally clear that “all concrete materials are susceptible to damage from deicing chemicals no matter how the concrete product is produced.” Stronger buys you margin. It does not make the chemical choice irrelevant.
What the paver industry says to use — and avoid
Two sources carry the most weight here: the CMHA, which writes the technical guidance contractors work to, and the technical reference on deicing chemicals from Unilock, a major paver manufacturer. On the core question they line up.

The surprise for most homeowners is where calcium chloride and the “gentler” products land. A lot of general advice treats calcium chloride, magnesium chloride and CMA as the kinder choices for concrete and rock salt as the harsh one. For concrete pavers the industry guidance runs the other way. The CMHA’s own summary of the research is that specimens exposed to calcium chloride, magnesium chloride or CMA “experienced significant deterioration, including scaling, cracking, mass loss.”
That is why calcium chloride sits in its own row. It is not banned — it keeps working in cold that defeats rock salt, and a Buffalo January can go well below +20°F — but both sources frame it as the exception. Keep a small bag for the genuinely frigid mornings and reach for rock salt the rest of the time.
Why “safe for concrete” on the bag is not enough
Walk down the ice-melt aisle in November and plenty of bags promise to be safe for concrete, safe for pets, safe for plants, or all three. It is tempting to take the label at its word, especially if you have paid for a new patio and want to protect it.
What the manufacturer found
Unilock addresses this directly. Asked whether a product labelled safe for concrete can be used on its pavers, it answers that it recommends against anything other than sodium chloride and calcium chloride, because “our research has found some of the products listed as safe for concrete were incorrect or false and still caused damage to concrete and concrete pavers.”
Two practical things follow. First, read the ingredients, not the headline. If the main component is magnesium chloride, CMA, a potassium compound or a fertilizer, the paver guidance says no regardless of the wording on the front. Second, check the care and warranty documents for your specific paver. Manufacturers publish them, and their instructions are what count if a surface ever fails — the installer who built your patio should be able to tell you the brand and line.
If your concern is pets or plants rather than the pavers, the paver-safe answer is not a different chemical. It is using far less of the right one, which the next section covers. How much to use, and when
Every source agrees on this part, and it matters more than which product you buy. The CMHA’s operation and maintenance guide for interlocking concrete pavement puts it in two instructions: “Do not over apply deicing chemicals; follow the recommended dosage,” and do not use them “in place of snow removal but reserve them for melting ice formed by freezing precipitation or freezing snow melt.”
In other words, de-icer is for the ice you cannot shovel, not for the snow you have not shoveled yet. Unilock adds that over-applying can still damage concrete even with a recommended product, and that you should sweep up any excess once the ice has melted. Put together, a paver-friendly routine looks like this:
Clear the snow first
Shovel or blow the surface down as far as you can. Salt spread on top of several inches of snow does very little except load the paver joints with brine.
Salt only what refreezes
Target the icy patches — the bottom of a downspout, the step that stays shaded, the stretch where meltwater runs across from a snow pile. There is no need to broadcast salt over a cleared, dry surface.
Use the minimum on the label
Follow the bag’s dosage and err low. A handful of rock salt on a problem spot does more good, and far less harm, than a heavy coat across the whole patio.
Sweep up the leftovers
Once the ice has melted, sweep away undissolved crystals and slush so they are not left sitting on the surface and working into the joints.
Switch to calcium chloride only in deep cold
When temperatures drop below the range where rock salt works, use calcium chloride sparingly and go back to rock salt when the cold eases.
Timing helps too. De-icer put down just before a freeze tends to stop ice bonding to the surface, so a smaller amount can do the job than if you wait until the ice has set hard. Shovels, snow blowers and plows on pavers
The chemical question gets most of the attention, but the tool you use does just as much visible damage. Unilock’s winter maintenance guidance warns that metal blades on shovels and plows “can scratch the surface of your pavers and can leave behind small metal fragments that create rust stains and streaks.” Its recommendation is a plastic shovel, and plastic blade covers on any snow blower or plow that has a metal edge.
Pavers can be cleared with ordinary equipment — the CMHA’s maintenance guide says snow can be removed “using shovels, snow blowers or snowplows like any other type of pavement.” Two details make the difference between a clean surface and chipped edges:
- Plow diagonally to the joints. The CMHA advises plowing “in a direction diagonal to the joints to prevent catching the edge of the pavers.” Pushing straight along or across the joint lines is how a blade finds a slightly raised edge and chips it.
- Keep the shoes adjusted. The skid shoes that set a blade’s height wear down over a season. The CMHA says they need adjusting so the blade “rides at a height that removes as much snow as possible without catching paver edges.”
- Watch for lippage. Where one paver sits higher than its neighbour, powerful equipment working parallel or perpendicular to the joints can chip it. Settled or heaved sections are worth fixing before winter, not after a plow has found them.
On a driveway or walkway you shovel yourself, the plastic shovel is the whole answer. On a surface someone else clears with a machine, those three points are what to ask about — more on that below.
Sand, joints and permeable pavers
Sand is the traction option with no chemistry at all, and on standard pavers it has a side benefit. The CMHA notes that sand “applied to improve slip and skid resistance also helps keep the joints filled.” The same guide recommends sweeping the excess off the surface in spring, because loose sand left through the season works as an abrasive underfoot and under tires.
The exception is permeable pavers — the kind installed with wider, open joints filled with stone chips so water drains straight through. The CMHA is explicit that winter sand on permeable interlocking concrete pavement is not recommended. Fine sand washes into those open joints and clogs the drainage the whole system depends on. If you are not sure which kind you have, look at the joints: permeable systems have noticeably wider gaps filled with small stone rather than tight sand-filled lines.
For standard pavers with polymeric (hardening) joint sand, product performance varies by brand, so check the manufacturer’s data sheet for your joint material rather than assuming. Some are marketed as tested against de-icing salts; that is a claim worth confirming for the specific product.
Do sealers protect pavers from salt?
They can help, but they are not required. The CMHA’s position on deicing is that joint sand stabilizers and sealers can help but are “not essential.” A sealer is meant to reduce how much water and dissolved salt soaks into the surface, and water getting in is where both freeze-thaw stress and chemical attack begin.
If you do seal, do it on a clean, dry surface with enough mild weather left for the product to cure before the first freeze — which in Buffalo usually means late summer or early autumn — and follow the sealer manufacturer’s cure times and temperature limits. Sealing is also worth discussing with whoever installed the pavers, since some manufacturers specify compatible products. Treat it as extra margin on a surface you are already caring for properly, not as permission to use more salt or a harsher product.
What Buffalo winters change
None of the guidance above is Buffalo-specific, but Buffalo winters make every part of it matter more. The first reason is the sheer number of times a surface gets wet and freezes again. A winter here is not one long freeze — it swings above and below freezing, and each swing is another cycle of water in, ice out.
The second is lake-effect snow. The National Weather Service describes lake-effect bands that can produce two to three inches of snow an hour, while a mile or two away the sun is shining. That pattern tempts people into salting heavily and early, in the hope of keeping ahead of it. On pavers it is the wrong instinct. The better approach during a lake-effect event is to clear in shifts while it falls and keep de-icer for the refreeze afterwards. The third is meltwater. Snow piled beside a driveway or at the edge of a patio melts on the first mild afternoon, runs across the pavers and refreezes as a sheet overnight. The fix is where the snow goes, not how much salt goes down: stack piles downhill of the paved surface, or at least away from the path people walk.
Spring clean-up
Unilock’s instruction for the end of the season is simple: “thoroughly wash the paver surface to remove any excess deicing chemical remaining.” A thorough rinse with a garden hose, working from the high side to the drain side, clears residue before spring rain can carry it into the joints or onto the lawn edges.
- Wash the surface once the last hard freeze has passed.
- Sweep off winter sand from standard pavers, as the CMHA recommends.
- Check the joints. Low or washed-out joints are worth topping up before summer; sand holds the pavers together.
- Look for chipped edges, scaling or settled sections. Small problems caught in April are much cheaper than a section rebuilt later.
- Check where the snow piles sat. Browned turf along the edges is often salt damage rather than a pavers problem, and the lawn guide linked above covers what to do about it.

If someone else clears your pavers
A lot of avoidable damage to paver driveways and walkways cleared by a service comes from a mismatch: an operator treating pavers like asphalt. That is easily avoided if the questions get asked before the season rather than after the first chipped edge. Worth confirming with any snow contractor:
- What de-icer do you use, and can you use rock salt only on my pavers?
- Do your blades have plastic or rubber edges, or covers, where they will touch pavers?
- Are the shoes set so the blade does not catch paver edges?
- Will you plow diagonally to the joints on a paver driveway?
- Where will you stack the snow, so meltwater does not run back across the surface?
- Are the edges marked, so a buried border or step is not hit mid-season?

Is rock salt safe to use on pavers?
It is the de-icer the paver industry recommends. The Concrete Masonry & Hardscapes Association describes rock salt as the least damaging to concrete materials, and Unilock lists it as preferred for temperatures down to +20°F. The condition is using it sparingly, on ice rather than snow, and sweeping up the excess afterwards.
Is calcium chloride bad for pavers?
It is acceptable in limited use. The CMHA suggests judicious use when a quicker acting de-icer is needed, and Unilock recommends it only when necessary, from below +20°F down to −2°F. Research summarized by the CMHA found significant deterioration in specimens exposed to calcium chloride, so keep it for deep cold and go back to rock salt afterwards.
What about magnesium chloride, CMA or “pet-safe” ice melt?
The paver guidance says to avoid magnesium chloride and calcium magnesium acetate, which the CMHA says can chemically degrade all types of concrete. Unilock also advises against potassium chloride, potassium acetate and ammonium-based fertilizers, and warns that some products labelled safe for concrete still caused damage. Check the ingredients, not the label claim.
Can I put sand on my pavers in winter?
On standard pavers, yes — the CMHA notes sand improves traction and helps keep the joints filled, and recommends sweeping off the excess in spring. On permeable pavers, no: sand washes into the open joints and clogs the drainage.
Will a snow blower or plow damage my pavers?
Not if it is set up for pavers. Unilock warns that metal blades scratch pavers and leave rust stains, and recommends plastic shovels and plastic blade covers. The CMHA advises plowing diagonally to the joints and keeping the blade shoes adjusted so the edge does not catch the pavers.
How do I get salt residue off pavers in spring?
Wash the surface thoroughly once the hard freezes are over — Unilock recommends a thorough wash at the end of the season to remove remaining de-icing chemical. Sweep off any winter sand, then check the joints and top them up where they have washed low.
